EXECUTIVE SESSION TO DISCUSS.
Trustee Catalano moved to go into Executive Session to discuss one personnel, one financial, and two litigation matters.
Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.
Trustee McCarthy moved to end the Executive Session.
Seconded by Trustee Bestine and adopted by a full vote of all members present.

The meeting was called to order at 8:00 p.m. by Mayor Mang. Mayor Mang led the Pledge of Allegiance.
BOARD CALLED FOR PUBLICATION OF A LEGAL NOTICE PERTAINING TO THE 2009-2010 BUDGET.
Trustee Muscarella moved to approve the following resolution and moved for its adoption:
NOTICE IS HEREBY GIVEN that a Tentative Budget Hearing will be held on April 21, 2009.
WHEREAS, pursuant to statute, the Mayor, as Budget Officer of the Village, has heretofore prepared a Tentative Budget for the Fiscal Year beginning June 1, 2009 and ending May 31, 2010, and WHEREAS, copies thereof have been submitted to each member of the Board of Trustees and a copy thereof filed with the Village Clerk, NOW THEREFORE BE IT RESOLVED, that a public Hearing upon said Tentative Budget be held by the Board of Trustees in the Council Chambers in the Municipal Building on the 21st day of April 2009 at 8:00 PM on that day and that written and oral comments on the entire budget may be presented by citizens of the community, and NOTICE IS FURTHER GIVEN that the salary of the Mayor shall be $13,000 and each of the Trustees $6,500, and NOTICE IS FURTHER GIVEN that a copy of said Tentative Budget is available for inspection at the office of the Village Clerk during the usual office hours.
Seconded by Trustee Bestine and adopted by a full vote in the affirmative.
BOARD CONDUCTED A HEARING PERTAINING TO AN UNLICENSED VEHICLE.
The Clerk advised that this was the time and the place to conduct a hearing pertaining to an unlicensed vehicle located at 126 Lincoln Boulevard.
Trustee McCarthy moved to open the hearing.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.
Mayor Mang asked three times if the owner was present and received no response.
Building Inspector Douglas Randall verified that there had been two violation notices sent: one on February 4, 2009 and one sent on February 24, 2009. Mr. Randall stated that neither of the two letters were returned to the Village of Kenmore. The letters make it clear that the unlicensed vehicle must be removed or stored in a covered area by March 6, 2009 or it will be removed and destroyed by the Village of Kenmore with the owner of the vehicle paying all costs incurred. Mr. Randall presented photos of the vehicle in the driveway of 126 Lincoln Boulevard.
Mayor Mang asked if any one else wished to be heard. As no one wished to be heard, Trustee Muscarella moved to close the hearing.
Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.
DISPOSITION
Trustee Muscarella moved to approve a resolution that the property is in violation of Chapter 14 of the Kenmore Municipal Code. A copy of the resolution is appended to these minutes for record purposes.
Seconded by Trustee Bestine and adopted by a full vote in the affirmative.

BOARD APPROVED AND GRANTED PERMISSION TO TWO DEPARTMENT OF PUBLIC WORKS EMPLOYEES TO ATTEND A SEMINAR.
Trustee Catalano moved to approve and grant permission to Jamie Catania and Robert Baetzhold of the Department of Public Works to attend a Tree Biology seminar on April 8, 2009 at the Delaware Park Casino, with expenses.
Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.
ABSTRACT OF AUDITED VOUCHERS.
Trustee Bestine offered the following resolution and moved its adoption:
RESOLVED, that the Mayor be and he hereby is authorized to sign the Abstract of Audited Vouchers dated March 17, 2009, in the amount of $81,589.63; General Fund $49,457.35; Community Development Fund $25,365.00; Water Fund $2,798.94; Sewer Fund $2,185.54; Capitol Fund $1,782.80: and to direct the Treasurer to pay each of the listed claimants in the amount appearing opposite his/her name.
Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.
INVITATION FOR PUBLIC COMMENT/QUESTIONS
Mayor Mang asked if any one wished to be heard.
As no one wished to be heard the meeting was adjourned.
The next meeting of the Board of Trustees will be April 7, 2009 at 8:00 p.m. at the Municipal Building.
