EXECUTIVE SESSION TO DISCUSS ONE FINANCIAL, ONE PERSONNAL AND ONE CONTRACTUAL MATTER.                            

Trustee Muscarella moved to go into Executive Session to discuss one financial,   one personnel and one litigation matter.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.

Trustee Bestine moved to end the Executive Session.
Seconded by Trustee Catalano and adopted by a full vote of all members present.

The meeting was called to order at 8:00 p.m. by Mayor Mang. The Mayor welcomed everyone and added that he expects the students to act respectfully or they will be asked to leave.  The Mayor then led the Pledge of Allegiance.


BOARD APPROVED A NEGATIVE DECLARATION UNDER SEQRA.        

Trustee Muscarella moved to approve a resolution finding no significant adverse environmental impact and issue a negative declaration under the State Environmental Quality Review Act pertaining to the installation of antennae at 1065 Kenmore Avenue, a copy of which is appended to these minutes for record purposes.
Seconded by Trustee Bestine and adopted by a full vote in the affirmative.


BOARD APPROVED AN AMMENDMENT TO THE 2011-2012 VILLAGE OF KENMORE BUDGET.                                    

Trustee McCarthy moved to approve an amendment to the 2011-2012 Village of Kenmore Budget, a copy of which is appended to these minutes for record purposes.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.


BOARD APPROVED AND GRANTED PERMISSION TO THE CLERK/TREASURER TO ATTEND A SEMINAR IN BUFFALO.            

Trustee Bestine moved to approve and grant permission to Clerk/Treasurer Kathleen Johnson to attend a Statewide Labor and Employment Law CLE seminar, October 18, 2011, in Buffalo, with expenses.
Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.


BOARD APPROVED AND GRANTED PERMISSION TO THE CLERK/TREASURER TO ATTEND A SEMINAR AMHERST.            

Trustee Bestine moved to approve and grant permission to Clerk/Treasurer Kathleen Johnson to attend a SEQRA seminar, December 2, 2011, in Amherst, with expenses.
Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.


BOARD APPROVED AND GRANTED PERMISSION TO THE RESIDENTS OF KENWOOD ROAD TO HOLD A HALLOWEEN/CHILI COOK OFF, AT THE REQUEST OF MICHELLE SPERANDEO.                        

Trustee Muscarella moved to approve and grant permission to the residents of Kenwood Road to hold a Halloween/Chili cook off, Friday October 28, 2011, at the request of Michelle Sperandeo.
Seconded by Trustee Bestine and adopted by a full vote in the affirmative.


BOARD APPROVED AND GRANTED PERMISSION TO TWO DEPARTMENT OF PUBLIC WORKS EMPLOYEES TO ATTEND TRAINING SCHOOL.        

Trustee Catalano moved to approve and grant permission to David Root and Jack Johnson to attend the NYCOM’s Public Works Training School, October 24-26, 2011, in Saratoga New York, with expenses.
Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.
    

ABSTRACT OF AUDITED VOUCHERS.                        

Trustee McCarthy offered the following resolution and moved its adoption:

RESOLVED, that the Mayor be and he hereby is authorized to sign the Abstract of Audited Vouchers dated September 20, 2011, in the amount of $388,026.51; Community Development Fund $123,438.0064; General Fund $112,501.44; Water Fund $53,650.04; Sewer Fund $98,436.39 and to direct the Treasurer to pay each of the listed claimants in the amount appearing opposite his/her name.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.

        
INVITATION FOR PUBLIC COMMENT/QUESTIONS                

Mayor Mang asked if anyone wished to be heard.
Rebecca Shibrozy of 127 Lincoln Boulevard stated that she was a six and one half year resident of Kenmore and her son was struck by a car last week.  Ms. Shibrozy and all her neighbors agree that the street is not as wide, approximately 3 feet less than it was prior to the reconstruction, and that the average car is seven feet wide.
Ms. Shibrozy added that most people park six inches to eight inches from the curb  and motorists fly down the street.  There is not really room for parking on both sides of the street.  Ms. Shibrozy feels that alternate street parking is needed.  The street demographic has changed over the last ten years and there are ninety plus children (71 between Eugene and Elmwood).  Ms. Shibrozy also suggested lowering the speed limit to 25 miles per hour and to put up the “Children at Play” signs.  She also suggested that the Police use their lights and sirens, especially during play times to better alert the children.
The Mayor thanked Ms. Shibrozy and told her that he would look into the problems.
As no one wished to be heard, the meeting was adjourned.
The next meeting of the Board of Trustees will be October 4, 2011 at 8:00 p.m. at the Municipal Building.
