EXECUTIVE SESSION TO DISCUSS FOUR PERSONNEL, TWO LITIGATION AND FOUR FINANCIAL MATTERS.

    Trustee McCarthy moved to go into Executive Session to discuss one financial, one litigation and three personnel matters.

    Seconded by Trustee Bestine and adopted by a full vote in the affirmative.

    Trustee McCarthy moved to end the Executive Session.

    Seconded by Trustee Bestine and adopted by a full vote of all members present.

The meeting was called to order at 8:00 p.m. by Mayor Mang. Mayor Mang led the Pledge of Allegiance.

BOARD APPROVED THE APPOINTMENT OF JEFFREY MANG AS A PATROL OFFICER FOR THE VILLAGE OF KENMORE POLICE DEPARTMENT.

    Trustee Catalano moved to approve the appointment of Jeffrey Mang as a Patrol Officer for the Village of Kenmore Police Department effective August 3, 2009 at a pay rate of $48,080.00 per year.  Mayor Mang introduced Officer Mang to the Board and Gallery and congratulated Mr. Mang.

    Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.



BOARD APPROVED THE APPOINTMENT OF ROBERT SHEVLET JR. AS A PROBATIONARY FULL-TIME LABORER FOR THE DEPARTMENT OF PUBLIC WORKS.


    Trustee Bestine moved to approve the appointment of Robert Shevlet Jr. as probationary full-time Laborer for the Department of Public Works, effective July 29, 2009,
at a pay rate of $13.11 per hour.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED APPROVAL FOR A CONTINUATION OF A FENCE AGREEMENT.

    Trustee Muscarella moved to approve the continuation of a Fence Agreement between the Village of Kenmore and Mr. and Mrs. Donald Casey, Sr. of 383 Hamilton Boulevard.

    Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO A DETECTIVE TO ATTEND A SEMINAR.


    Trustee Bestine moved to approve and grant permission to Detective Paul O’Brien to attend a seminar entitled “Evaluating Behavior & Deception” on August 10, 2009, in Buffalo, with expenses.

    Seconded by Trustee Catalano and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO THE RESIDENTS OF AROGNNE DRIVE TO HOLD A BLOCK PARTY.

    Trustee McCarthy moved to approve and grant permission to the residents of Argonne Drive, between Myron Avenue and Rowley Avenue, to hold their annual Block Party on Saturday, August 22, 2009, with a rain date of Sunday, August 23, 2009 at the request of Rachel Roberts and Kenna DePinto.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO THE RESIDENTS OF SHEPARD AVENUE TO HOLD A BLOCK PARTY.

    Trustee Bestine moved to approve and grant permission to the residents of Shepard Avenue, between Elmwood Avenue and Wilber Avenue, to hold their annual Block Party on Saturday, August 15, 2009 at the request of Jan Clear.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO THE RESIDENTS OF TREMAINE AVENUE TO HOLD A BLOCK PARTY.

    Trustee Catalano moved to approve and grant permission to the residents of Tremaine Avenue, between Elmwood Avenue and Wilber Avenue, to hold their annual Block Party on Saturday, September 19, 2009 at the request of Jennie Silverman.

    Seconded by Trustee Bestine and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO THE RESIDENTS OF MARQUETTE AVENUE TO HOLD A BLOCK PARTY.

    Trustee Muscarella moved to approve and grant permission to the residents of Marquette Avenue, between Parkwood Avenue and Warren Avenue, to hold their annual Block Party on Saturday, August 15, 2009, at the request of Ellen Little.

    Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO THE RESIDENTS OF EAST GIRARD BOULEVARD TO HOLD A BLOCK PARTY.

    Trustee Bestine moved to approve and grant permission to the residents of East Girard Boulevard, to hold their annual Block Party on Saturday, August 8, 2009, with a rain date of Sunday August 9, 2009, at the request of Jeffrey and Colette Sikorski.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO THE RESIDENTS OF ARGONNE DRIVE TO HOLD A BLOCK PARTY.


    Trustee McCarthy moved to approve and grant permission to the residents of Argonne Drive, between Colvin Boulevard and Rowley Avenue, to hold their annual Block Party on Saturday, August 15, 2009, at the request of Gary Lachut.

    Seconded by Trustee Catalano and adopted by a full vote in the affirmative.



BOARD CALLED FOR PUBLICATION OF A LEGAL NOTICE CALLING FOR A HEARING ON AUGUST 4, 2009.

    Trustee Bestine moved to call for the publication of a legal notice calling for a hearing on August 4, 2009 pertaining to proposed changes to the water and sewer rates.

    Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.



ABSTRACT OF AUDITED VOUCHERS.
                        
    Trustee Bestine offered the following resolution and moved its adoption:

    RESOLVED, that the Mayor be and he hereby is authorized to sign the Abstract of Audited Vouchers dated July 21, 2009, in the amount of $243,420.12; General Fund $111,634.30; Water Fund $62,472.87; Sewer Fund $69,312.95 and to direct the Treasurer to pay each of the listed claimants in the amount appearing opposite his/her name.
Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



INVITATION FOR PUBLIC COMMENT/QUESTIONS


    Mayor Mang commented on the Village of Kenmore adding two new employees, but also losing one.  The Mayor thanked Douglas Randall for his service and added that he will be sorely missed.

    Mayor Mang asked if any one wished to be heard.

    As no one wished to be heard the meeting was adjourned.




The next meeting of the Board of Trustees will be August 4, 2009 at 8:00 p.m. at the Municipal Building.
