EXECUTIVE SESSION TO DISCUSS ONE PERSONNEL, THREE LITIGATION AND TWO FINANCIAL MATTERS.


    Trustee McCarthy moved to go into Executive Session to discuss one personnel, three litigation, and two financial matters.

    Seconded by Trustee Bestine and adopted by a full vote in the affirmative.

    Trustee Muscarella moved to end the Executive Session.

    Seconded by Trustee McCarthy and adopted by a full vote of all members present.

The meeting was called to order at 8:00 p.m. by Mayor Mang. Mayor Mang led the Pledge of Allegiance.


BOARD APPROVED THE ISSUANCE OF NINE (9) MASTER ELECTRICIAN LICENSES.

    Trustee McCarthy moved to approve the issuance of nine (9) Master Electrician licenses to Richard Bigler of 10130 Clarence Center Road, Clarence, James Brady of 6300 Crosby Road, Lockport, Ronald Brogan of 246 Canton Street, Tonawanda, Mark DeLorenzo of 2619 David Drive, Niagara Falls, Al Ganz of 7033 Arrowhead Drive, Pendleton, Tom Hildreth of 7207 Brookside Drive, Lockport, Jason Kuta of 181 Wellington Avenue, Buffalo, Lawrence Michalski of 367 Linden Avenue, Buffalo and Brian Roth of 36 Morrow Avenue, Lockport.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD APPROVED THE PUBLICATION OF A LEGAL NOTICE CALLING FOR BIDS PERTAINING TO THE PURCHASE OF FLOW METERS.

    Trustee Bestine moved to approve specifications and call for publication of a Legal Notice for bids pertaining to ten (10) Sanitary Sewer Flow Meters, seven (7) Scissor Rings, two (2) Spring Rings for 12” pipe, two (2) Spring Rings for 15” pipe and one (1) Ultrasonic Meter for the Kenmore Department of Public Works.  Bids to be opened at 11:00am, May 15, 2009.

    Seconded by Trustee Catalano and adopted by a full vote of all members present.



BOARD CONDUCTED A HEARING PERTAINING TO LOCAL LAW #2, 2009, “ELECTRONIC SIGNS”.

    The Clerk advised that this was the time and the place to conduct a hearing pertaining Local Law #2, 2009 “Electronic Signs”.

    Trustee Muscarella moved to open the hearing.

    Seconded by Trustee Bestine an adopted by a full vote in the affirmative.

    Village Attorney Daniel Novak stated that there is currently no legislation pertaining to electronic signs.  This local law would apply to the general and industrial districts.  Under the law, messages would change no more than once a minute.  Fading graphics, scrolling and flashing would be prohibited.

    Mayor Mang asked if any one else wished to be heard.  As no one wished to be heard, Trustee Catalano moved to close the hearing.

    Seconded by Trustee Bestine and adopted by a full vote in the affirmative.



BOARD APPROVED LOCAL LAW #2, 2009 “ELECTRONIC SIGNS”

    Trustee Muscarella moved to approve Local Law #2, 2009 entitled “Electronic Signs”.

    Seconded by Trustee Bestine and adopted by a full vote in the affirmative.

DISPOSITION –

    Trustee Bestine moved to approve Local Law #2, 2009 “Electronic Signs”.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.

ABSTRACT OF AUDITED VOUCHERS.


    Trustee Bestine offered the following resolution and moved its adoption:

    RESOLVED, that the Mayor be and he hereby is authorized to sign the Abstract of Audited Vouchers dated May 5, 2009, in the amount of $439,474.89; General Fund $406,121.45; Capital Fund $4,818.50; Water Fund $16,491.68; Sewer Fund $12,043.26; and to direct the Treasurer to pay each of the listed claimants in the amount appearing opposite his/her name.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.

    Mayor Mang asked if any one wished to be heard.

    As no one wished to be heard the meeting was adjourned.

    The next meeting of the Board of Trustees will be May 19, 2009 at 8:00 p.m. at the Municipal Building.
