EXECUTIVE SESSION TO DISCUSS.

Trustee McCarthy moved to go into Executive Session to discuss one personnel, two financial, and two litigation matters.

    Seconded by Trustee Catalano and adopted by a full vote in the affirmative.

    Trustee Bestine moved to end the Executive Session.

    Seconded by Trustee Catalano and adopted by a full vote of all members present.

The meeting was called to order at 8:00 p.m. by Mayor Mang. Mayor Mang led the Pledge of Allegiance.


BOARD APPROVED A MEMORANDUM OF AGREEMENT BETWEEN THE KENMORE DEPARTMENT OF PUBLIC WORKS BENEVOLENT ASSOCIATION AND THE VILLAGE OF KENMORE.

    Trustee McCarthy moved to approve a Memorandum of Agreement between the Department of Public Works Benevolent Association and the Village of Kenmore.

    Seconded by Trustee Bestine and adopted by a full vote in the affirmative.



BOARD APPROVED THE APPOINTMENT OF MICHAEL J. LANDIS AS A PATROLMAN FOR THE VILLAGE OF KENMORE POLICE DEPARTMENT

    Trustee Catalano moved to approve the appointment of Michael J. Landis as a Patrolman for the Village of Kenmore Police Department effective April 20, 2009 at a pay rate of $62,633.  Mayor Mang introduced Officer Landis to the Board and Gallery.
    
    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD APPROVED THE APPOINTMENT OF THERESA A. SCHROEDER AS COMMISSIONER TO THE KENMORE HOUSING AUTHORITY.

Trustee Bestine moved to approve the appointment of Theresa A. Schroeder as Commissioner to the Kenmore Housing Authority.

Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD CALLED FOR PUBLICATION OF A LEGAL NOTICE CALLING FOR A HEARING PERTAINING TO PROPOSED LOCAL LAW #2, 2009.

    Trustee Bestine moved to called for the publication of a legal notice calling for a hearing on May 5, 2009 pertaining to proposed local law #2, 2009 on electric signs.

    Seconded by Trustee Catalano and adopted by a full vote in the affirmative.



BOARD APPROVED INVESTMENT REPORT FOR JANUARY 1, 2009 THRU MARCH 31, 2009.

    Trustee McCarthy moved to approve the Investment Report for the Village of Kenmore for the period of January 1, 2009 thru March 31, 2009.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD APPROVED THE RE-APPOINTMENT OF ANTHONY J. GORNEYAS FIRE CHIEF, BRENDAN J. KIEFER AS FIRST ASSISTANT FIRE CHIEF AND TODD S. BIERON AS SECOND ASSISTANT FIRE CHIEF FOR THE KENMORE VOLUNTEER FIRE DEPARTMENT FOR 2009-2010.

    Trustee Muscarella moved to approve the re-appointment of Anthony J. Gorney as Fire Chief, Brendan J. Kiefer as First Assistant Fire Chief and Todd S. Bieron as a Second Assistant Fire Chief for the Kenmore Fire Department for 2009-2010.

    Seconded by Trustee Bestine and adopted by a full vote in the affirmative.



BOARD APPROVED THE RE-APPOINTMENT OF FREDERICK FRANK TO THE VILLAGE PLANNING BOARD.

    Trustee Catalano moved to approve the re-appointment of Frederick Frank to the Village of Kenmore Planning Board with a term to expire April 2014.

    Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.



BOARD APPROVED THE RE-APPOINTMENT OF JENNIFER BUTKOWSKI AS AN ALTERNATE MEMBER OF THE VILLAGE PLANNING BOARD.

    Trustee Bestine moved to approve the re-appointment of Jennifer Butkowski as an alternate member of the Village of Kenmore Planning Board with a term to expire April 2010.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD APPROVED THE RE-APPOINTMENT OF NOREEN FLYNN AS AN ALTERNATE MEMBER OF THE VILLAGE PLANNING BOARD.

    Trustee Bestine moved to approve the re-appointment of Noreen Flynn as an alternate member of the Village of Kenmore Planning Board with a term to expire April 2010.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO A DEPARTMENT OF PUBLIC WORKS EMPLOYEE TO ATTEND A CONFERENCE.

    Trustee Muscarella moved to approve and grant permission to David Root of the Department of Public Works to attend the Western New York Water Works Conference on April 8, 2009, with expenses.

    Seconded by Trustee Catalano and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO THE BUILDING INSPECTOR TO ATTEND A CERTIFICATION COURSE.

    Trustee Muscarella moved to approve and grant permission to Building Inspector Douglas Randall to attend a Certification Course April 20-23, 2009, with expenses.

    Seconded by Trustee Bestine and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO THE SENIOR FIREFIGHTER TO ATTEND A CERTIFICATION COURSE.

    Trustee Bestine moved to approve and grant permission to Senior Firefighter Richard Maisano to attend a Certification Course April 21-22, 2009, with expenses.

    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO TWO POLICE OFFICERS TO ATTEND A CONFERENCE.

    Trustee Catalano moved to approve and grant permission to Police Officers David Lewandowski and Alan Fell to attend the Empire State Law Enforcement Traffic Safety Conference in Syracuse, May 5-6, 2009, with expenses.

    Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO A LIEUTENANT AND A DETECTIVE TO ATTEND A SEMINAR.

    Trustee Muscarella moved to approve and grant permission to Lieutenant Sheila Kirsch and Detective Joseph Vacanti to attend a seminar entitled “Interviews and Body Language Techniques”, in Buffalo May 12, 2009, with expenses.

    Seconded by Trustee Bestine and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO A POLICE OFFICER TO ATTEND A TRAINING SEMINAR.

    Trustee McCarthy moved to approve and grant permission to Police Officer David Lewandowski to attend a training seminar entitled “Suicide Prevention and Crisis Prevention in Police Lock-Ups”, in Batavia May 19-21, 2009, with expenses.

    Seconded by Trustee Catalano and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO THE CLERK/TREASURER TO ATTEND A SEMINAR.

    Trustee Muscarella moved to approve and grant permission to Clerk/Treasurer Kathleen P. Johnson to attend a New York State Retirement seminar on May 12, 2009 in Clarence, with expenses.
    
    Seconded by Trustee Bestine and adopted by a full vote in the affirmative.



BOARD APPROVED AND GRANTED PERMISSION TO THE RESIDENTS OF KNOWLTON AVENUE TO HOLD A BLOCK PARTY.

    Trustee Bestine moved to approve and grant permission to the residents of Knowlton Avenue, between Myron Avenue and Rowley Avenue, to hold their annual Block Party on Saturday, August 15, 2009 with a rain date of Saturday, August 22, 2009 at the request of Khris Foglia.

    Seconded by Trustee Catalano and adopted by a full vote in the affirmative.



BOARD APPROVED A RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN THE VILLAGE OF KENMORE AND THE CITY OF BUFFALO.

    Trustee Muscarella moved to approve a resolution authorizing an agreement between the Village of Kenmore and the City of Buffalo to coordinate funding through the Justice Assistance Grant and authorizing Mayor Mang to sign.

    Seconded by Trustee Catalano and adopted by a full vote in the affirmative.



BOARD APPROVED THE HIRING OF A SEASONAL EMPLOYEE FOR THE DEPARTMENT OF PUBLIC WORKS.

    Trustee McCarthy moved to approve the hiring of Robert Badendyck for summer help for the Department of Public Works effective April 13, 2009.

    Seconded by Trustee Catalano and adopted by a full vote in the affirmative.



ABSTRACT OF AUDITED VOUCHERS.

    Trustee Bestine offered the following resolution and moved its adoption:

    RESOLVED, that the Mayor be and he hereby is authorized to sign the Abstract of Audited Vouchers dated April 7, 2009, in the amount of $460,452.41; General Fund $241,140.60; Community Development Fund $22,486.75; Water Fund $61,692.75; Sewer Fund $135,132.31: and to direct the Treasurer to pay each of the listed claimants in the amount appearing opposite his/her name.
    
    Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.    
        


INVITATION FOR PUBLIC COMMENT/QUESTIONS                

    Mayor Mang asked if any one wished to be heard.

    Anita Guetti of 9 Knowlton Avenue had a question regarding her water bill.

    Clerk/Treasurer Kathleen P. Johnson explained that the outside meter had been running slow, but Mrs. Guetti did not reply to three requests to contact the Village of Kenmore to set up an inside read.  Once we did get in, the inside meter gave the true usage.  Ms. Johnson explained that Mrs. Guetti’s attorney had called and Ms. Johnson returned his call and left a message for him to return her call.

    As no one else wished to speak the meeting was adjourned.

    The next meeting of the Board of Trustees will be April 21, 2009 at 8:00 p.m. at the Municipal Building.
