EXECUTIVE SESSION TO DISCUSS ONE PERSONNEL MATTER.
Trustee McCarthy moved to go into Executive Session to discuss one personnel matter.
Seconded by Trustee Bestine and adopted by a full vote in the affirmative.
Trustee Bestine moved to end the Executive Session.
Seconded by Trustee McCarthy and adopted by a full vote of all members present.

The meeting was called to order at 8:00 p.m. by Mayor Mang. Mayor Mang led the Pledge of Allegiance.
BOARD AWARDED THE BID FOR THREE (3) MARKED POLICE CARS FOR THE KENMORE POLICE DEPARTMENT TO DELACY FORD, INC. AT A BID PRICE OF $70,392.00.
Trustee Muscarella moved to award the bid for three (3) marked police cars for the Kenmore Police Department to Delacy Ford, 3061 Transit Road, Elma, New York
14059, at a bid price of $70,392.00.
Seconded by Trustee Bestine and adopted by a full vote in the affirmative.
BOARD AWARDED THE BID FOR FOUR (4) IN-CAR VIDEO SYSTEMS FOR THE KENMORE POLICE DEPARTMENT TO BUFFALO COMPUTING SYSTEMS AT A BID PRICE OF $14,460.00.
Trustee McCarthy moved to award the bid for four (4) in-car video systems for the Kenmore Police Department to Buffalo Computing Solutions, 6325 Sheridan Drive, Williamsville, New York 14221, at a bid price of $14,460.00. The money for the video systems were provided with grant money from Assemblyman Robin Schimminger.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.

BOARD APPROVED THE CANCELLATION OF A SIGN BOND FOR THE PLAKA RESTAURANT LOCATED AT 2904 DELAWARE AVENUE.
Trustee Muscarella moved to approve the cancellation of a Sign Bond for the Plaka Restaurant located at 2904 Delaware Avenue.
Seconded by Trustee Bestine and adopted by a full vote in the affirmative.
BOARD APPROVED AND GRANTED PERMISSION TO THE RESIDENTS OF EAST HAZELTINE AVENUE TO HOLD A BLOCK PARTY.
Trustee Catalano moved to approve and grant permission to the residents of East Hazeltine Avenue, between Rowley Avenue and Myron Avenue, to hold their annual Block Party on Saturday, October 4, 2008 at the request of Judy Rossow.
Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.
BOARD APPROVED AND GRANTED PERMISSION TO DEPARTMENT OF PUBLIC WORKS EMPLOYEE DAVID ROOT TO ATTEND A GRADE D CERTIFICATION COURSE FOR WATER PLANT OPERATORS.
Trustee McCarthy moved to approve and grant permission to Department of Public Works employee David Root to attend a Grade D Certification Course for Water Plant Operators on October 16-17, 2008 in the Town of Tonawanda, with expenses.

BOARD APPROVED AND GRANTED PERMISSION TO ST. PAUL’S SCHOOL TO PUT UP BARRICADES ON VICTORIA BOULEVARD
Trustee Muscarella moved to approve and grant permission to St. Paul’s School to put barricades up on Victoria Boulevard between Delaware Avenue and Eugene Avenue for its annual Walk-A-Thon on October 3, 2008, from 8:15 a.m. to 10:45 a.m.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.
ABSTRACT OF AUDITED VOUCHERS.
Trustee Bestine offered the following resolution and moved its adoption:
RESOLVED, that the Mayor be and he hereby is authorized to sign the Abstract of Audited Vouchers dated September 16, 2008, in the amount of $242,532.25; General Fund $140,576.39; Community Development $292.50; Water Fund $2,833.50; Sewer Fund $98,829.86 and to direct the Treasurer to pay each of the listed claimants in the amount appearing opposite his/her name.
Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.

INVITATION FOR PUBLIC COMMENT/QUESTIONS
Mayor Mang asked if any one wished to be heard.
John Skubis of 359 Tremont Avenue states he has some serious problems and has tried to resolve them through the proper channels and his patience has been exhausted with the Building Department. The neighbors have a 35’ house trailer parked in the driveway and it blocks the west side of Mr. Skubis’ house, which is the total length of his house. A few years ago a violation letter was sent from Building Inspector Douglas Randall and the trailer was moved temporarily. Now it is back again. The neighbor was summoned to court last year. The Judge said he could not park the trailer there anymore. This year the trailer was back in an illegal spot. Mr. Skubis said he has not gotten reply from Mr. Randall and was told “he was being unreasonable”. Mr. Randall said he would notify the neighbors and they could apply for a zoning variance. The Board should not allow this blatant abuse. Mr. Skubis is worried about flammable products in the trailer. He holds the Village of Kenmore responsible if anything goes wrong.
Mayor Mang said they would speak to all parties involved and find a resolution to the problem.
As no one else wished to speak, the meeting was adjourned.
The next meeting of the Board of Trustees will be October 7, 2008 at 8:00 p.m. at the Municipal Building.
